This is a commentary on ROC's message from St Germain in the article "Transmission from St Germain" by Peter Caddy. St Germain was an important teacher for both Peter Caddy and ROC. In the channelling Peter records for Liebie Pugh from ROC, St Germain explains that both Peter and ROC are him (St Germain). This is not a simple statement and needs some unpacking.
