Peter Caddy writes in his autobiography about forming the Core Group (p 342-4).

Therefore I decided to form a Core Group before Eileen and I left again [to go on tour]. It would be the central, coordinating policy-making body for the community. Up to that time all major decisions had been made by me. As Eileen was no longer getting specific, regular guidance for the community or for me, I had to rely on my own inner knowing. It took about a year for me to gradually share with the Core Group all that I knew about the running of the community, since up to that time I was the only one who held all the reins and knew what was going on in all areas and departments.
About these changes, Eileen received:
You and Peter are responsible for this, My Centre of Light. You have invoked it and all you invoke you are responsible for. That is why it is important that the right Core Group is established to run the community, whenever he and you are away, and that that Core Group is essentially sound, grounded and dedicated. Unless this is so, and Peter is fully aware of it, he will not feel free to move out into the universal work. For I have much need of you both to be free to move around. You have much to give the world. You will always be responsible for this centre. Peter must be willing to let go, and really trust those who will form the Core Group and know that the community will be run under My direct guidance, and to My honour and glory. Unless this centre is really sound and united, it will be a waste of time going anywhere to talk about it. For this is a living demonstration of a way of life, and unless it reflects the way of life at the centre, it will be like an apple with a rotten centre, and would rot away and be useless. Therefore, the centre must be pure, sound and whole, and must be kept that way at all times.
It took time for the Core Group to learn how to work as a group. On one occasion, for example, a particular problem was discussed and reflected upon totally from a mental standpoint, and no answer was found. The following day Eileen received:
Why waste time and energy discussing and arguing about a problem and how to handle it? Why not be still and in the silence go within, and let Me reveal the truth to you? Never try to work out a solution with the mind. Let the mind be your servant, never the master. When you attune to Me, you each reach the same solution, for I am the universal mind. No problem is too small to bring to me. See the group functioning from the universal mind, and then everything will run smoothly, and there will be perfect harmony and oneness.
The Core Group was in charge of the overall policy of the community, but we soon found that it was handling too many detailed administrative matters. We then formed three branches: Administration, Education and Community, the latter composed of all the heads, or what we called ‘focalisers’ of all the departments. A community meeting was held every week. Policy would emerge from the Core Group, and be passed to the Administration Branch or the Education Branch, to see how that policy would work; next, feedback would be given to the Core Group. Then the matter would go to the focalisers, and finally brought to a community meeting for discussion. Thus decisions were made in groups in an hierarchical manner, and gradually came down until they were shared with the whole community.
To begin with I was the focaliser of the Core Group, the Administrative Branch, the Education Branch and the Community Group, because there was no one else with sufficient experience. Eventually I was able to release all these positions, as the right people were able to take over in these areas. I did remain overall Focaliser of the community.
Once this structure was up and running, Eileen received:
Now is the time for the Core Group to begin to stand on its own feet without Peter, so it is really strong by the time he goes away. Peter will have to let go and give them the opportunity to see exactly where they’re at and how sound and united they are. This will not be easy for them, nor for Peter. Unless he really lets go of the reins, he will find that he will not be able to go away for any length of time. This time of training for the Core Group will reveal many things. Expect the best and see it come forth.
As it happened, I handed over power too suddenly, and Eileen received that I should let go more gently, and that then they could find their own feet.
